Confirmed Case Reporting - Rainbow Room

I write to confirm a recent confirmed case in Rainbow Room. The possible exposure day was last week (Friday 24th) - morning and afternooon sessions) and all children are exempt from isolation, even if identified as a close contact. No action is required unless your child becomes symptomatic.

All staff deemed to have had close contact with the confirmed case are also exempt from self-isolation, having completed their vaccinations more than two weeks ago.

Control measures will still apply if any of the below thresholds are crossed:

  1. 10% or more of the class/year/bubble group test positive within 10 days

  2. 5 or more of the class/year/bubble group test positive within 10 days

  3. 10% of the whole staff team test positive within 10 days

As the risk of transmission between children remains high, we ask that all parents continue to be vigilant and ensure that children demonstrating any of the primary symptoms are tested for Coronavirus immediately and do not attend the Centre if there is any reason to suspect they may be unwell.

As per Public Health policy, children with a temperature of 37.8C or above any new or severe symptom of respiratory illness should not attend nursery, even if they have tested negative for Coronavirus or do not meet the Coronavirus testing thresholds.

Confirmed Case Reporting - Sunshine Room

I write to confirm a recent confirmed case in Sunshine Room. Although the possible exposure day was last week (Wednesday July 14th - morning session), the reporting day being today means that the new rules apply and in-setting contact tracing and isolation is not required. The cutover rules for the new approach were confirmed by the Department for Education this morning.

The confirmed case will be contacted by T&T to establish their close contacts for further notification and self-isolation. It is not currently expected that this will include nursery contacts.

  2. 5 or more of the class/year/bubble group test positive within 10 days

  3. 10% of the whole staff team test positive within 10 days

Changes to contact tracing - from 19/07

Hi All,

Some further guidance on next week’s changes has been issued. Although it in no way answers many of the practical questions and concerns raised by settings, we are now able to confirm the key points of the changes:

  • In-setting contact tracing and exclusions of whole room ‘bubbles’ for confirmed cases will stop.

  • NHS Test & Trace will take over contact tracing directly with confirmed cases. For young children, this means they will speak to you as parents/carers to establish close contacts. T&T will then advise these contacts to self-isolate directly - as per the previous system for the general public.

  • As most children will not be able to provide any useable information on who they had particular close contact with 2-4 days earlier (and will provide first names at best with no contact details), T&T will seemingly be focussing on social contacts, such as immediate family, sleepovers, etc.

  • Settings will only be contacted by T&T in the event of larger outbreaks or other complex circumstances.

From August 16th, children will be exempt from self-isolation even if identified as a close contact. This exemption also applies to fully vaccinated adults, although this will not prevent most Centre staff isolation being required until September, as the workforce was not prioritised for vaccination.

It is difficult to predict what the impact of these changes will be. It seems likely that reduced tracing and isolation will increase the number of cases. Before August 16th, this will continue to take children and staff away from the Centre in roughly proportionate numbers. After children become exempt, it is likely that the Centre will face severe operational difficulties if there are any positive cases, as staff will be required to self-isolate but the number of children attending will not drop. As refunds are issued in these cases of operational closure and the furlough scheme has already been scaled back significantly, any outbreaks will be extremely financially damaging for the Centre.

In line with the Public Health Respiratory Infection requirements issued earlier this week, we therefore need to remain vigilant and ensure that staff and children at risk of transmitting any form of respiratory disease are kept away from the Centre. We recognise that these unprecedented regional requirements will cause significant disruption to many families, but ask that upmost caution is shown when your children have any symptoms at all. Hopefully the new rules will balance out as although individual children will need to miss more days here and there, there will be fewer wholesale contact group exclusions. The main points of the new requirements are:

  • Even if children test negative for coronavirus, they should not return to nursery until after their primary symptoms have ended - and 24 hours after any temperature has passed.

  • Any child with a temperature over 37.8C and any other respiratory infection symptom should be excluded from nursery care.

  • Once confirmed negative for coronavirus, children can return with a persistent runny nose or gentle “irritable” cough, but children with new, worsening or severe respiratory symptoms must remain away. Children with a deep or hacking cough must not attend.

We also ask that all adult visitors continue to wear masks throughout July and August, so to protect our staff team until they can be vaccinated.

I hope that this new stage is a small step towards returning to normalcy for us all. As contact tracing and exclusion will still apply within the staff team, we cannot safely mix staff groups until they are exempt from isolation, so will not be resuming the 5-5:50pm evening wraparound until full vaccination has been achieved or the rules are updated again (likely September in either case).

Upcoming Changes to Coronavirus Restrictions

Dear All,

As you may be aware, many Coronavirus restrictions are being relaxed from Monday July 19th. Although the headlines suggest that this will allow schools and settings to return to near-normal service, the reality is more complicated.

The Department for Education Early Years Guidance issued last night confirms that NHS Test & Trace (T&T) will be taking over contact tracing for confirmed cases on July 19th, meaning that settings will no longer need to exclude groups of children and staff who have had close contact within the infectious period. Only those “the positive case specifically identifies … as being a close contact” will need to isolate and settings will only need to be involved at all in “exceptional cases”. On August 16th, all under-18s will become exempt from isolation if they are a close contact of a confirmed case. This 4-week gap is therefore the area that needs clarification.

How T&T will attempt to contact children aged 0-4 to establish their close contacts from 3-4 days earlier and (when somehow able to get this information from your children) how they will then know surnames, phone numbers, etc for them remains a complete mystery. As such, the interim system is either a facade to disguise the reality that contact group isolation will effectively stop in two weeks - OR - an entirely misjudged attempt to continue the same pattern of exclusions in a wholly inefficient and unnecessarily complicated new format that will actually extend the disruption for most families. As all children within current Early Years bubbles are deemed to be close contacts of each other, this new system does not remove the need for the bubble system, as widely claimed. Opening up these bubbles to allow the evening wraparound and other mixing would only serve to enlarge the groups of children and staff who would be excluded if there was a confirmed case.

We are seeking urgent clarification from DfE and T&T, who today initially denied that they were taking on Early Years contact tracing at all, before checking and then confirming that they are being briefed on the new system later today - two days after the plan was made public.

As such, ECCC is unable to confirm any changes to the current restrictions until key questions are answered. We will contact all families directly once a solid plan can be made. Thank you for your patience and understanding.

FACE MASKS

In the meantime, we ask all adult visitors to continue wearing masks throughout July and August, as a courtesy to our staff. Our workforce was not prioritised for vaccination, so we are still several months away from full immunisation - leaving Centre staff at a greater risk of serious illness. Although the UK government recommendation stops in two weeks, the World Health Organisation strongly advises that masks continue to be worn in crowded spaces, shops and public transport. As we receive several hundred adult visits per day, we ask that mask wearing continues until all staff have been able to complete their vaccinations. We recognise that some parents may choose to not carry masks routinely after 19/07, so disposable masks will be available from reception without charge from this date.

Coronavirus Case Update

Dear All,

Our Tiny Tots room is currently closed due to a single confirmed case at the end of last week. All impacted families are aware and no additional infections have been reported in the excluded group.

Please also note that when children are excluded for demonstrating Coronavirus symptoms, they must undergo a full PCR test in order to be eligible to break self-isolation and return to nursery. This UK legal requirement has been in place since the beginning of the pandemic and is not a local setting or education-level policy, so no discretion can be exercised and no exceptions can be made.

Lateral Flow tests are only valid for routine testing of people without symptoms. They have a higher ‘false-negative’ rate and are considered unsuitable for symptomatic testing. Please ensure that the correct test type is arranged to avoid unneccessary delays in being able to return to nursery.

Thank you for your ongoing support and understanding. Despite the recent extension to lockdown restrictions, we hope that it won’t be much longer before we can more fully welcome and support all our families.

Coronavirus Case Update

Dear All,

I write to confirm an additional confirmed case within the Rainbow bubble.

The room will be closed until Monday March 8th and all affected families have been contacted to advise about isolation periods, etc. The putative exposure days were Monday and Tuesday this week. In total, 6 staff and 42 children have been medically excluded, with sessions unavailable to a further 10 children.

Coronavirus Case Update (Additional)

Dear All,

I write to confirm that there has now been a secondary confirmed case within the group that was excluded from Sunshine Room at the start of this week - extending isolation periods for some staff and children. Impacts vary depending on when children were last in, so we have picked this up with families individually.

Overall consequence is that Sunshine room will not reopen until Friday February 19th.
